Boundaries are ERCOT's official ZIP-code weather-zone assignments (Load Profiling Guide, Appendix D) dissolved over US Census ZCTA geometry, inside the Census state line. City readings are live NWS station observations (KIAH, KDFW, KAUS, KSAT, KLBB). Zone temps are ERCOT's per-zone vintages.
