ACTION alert

ACTION is the third and highest escalation level (after WATCH and WARNING): an in-day, interval-specific call that the peak window is imminent, delivered by SMS with the highest-risk interval and a be-off-by time. ACTION alerts are deliberately rare — never more than two per day — because alert fatigue is the disease this product exists to cure.
